I don't get it. Is this supposed to actually roam the oceans or is it going to just stay in one spot? It's going to take a shit load of energy to move that thing and I can't imagine the amount of waste it'll produce. Now if it's some resort a few miles from the coast (anchored to the ocean floor like oil refineries, etc.), that'd be kind of cool.

Oh and if it actually travels the Earth, it's going to tip over and that's going to look damn cool.

Haha let's just hope some idiot doesn't jinx it by saying something stupid like "Even God can't sink it!"

I think it's meant to be anchored and stationary, but can potentially mobilize if necessary.

The waste/efficiency is my primary concern.

Like the comments below the article, this thing will never be built. Many many years ago there were plans for a massive ship (not as big as this though) with a fleet of smaller yatchs, it too was never built.
Cool idea though, the most interesting part is about it having its own economy and people you stay on board would run their own business' etc.
