Is there anything concrete, or is it just a lot of extreme vagueness that was everything in that article? All I'm getting right now is, "Russia wanted Trump to win."

Well, the idea is that it's confirmed but nobody's saying anything because nobody has a plan to deal with openly accusing Russia; so there isn't going to be anything "officially official" until they actually release that, but at this point several people have been quoted as confirming the CIA findings.

That's all I got out of it too. No one said that the voting results were hacked. I'm all for stopping any Russian hacks into offices and emails, and for retaliation. But there's no need to muddy the waters without any concrete evidence of vote-result hacking.
"If you can't beat them, accuse them of cheating" is something we don't want to stoke here either. I don't anyway.

I mean, to be fair, Trump sort of did that over and over again prior to the election, and even after it, all without the slightest shred of proof.

No, no. There is no evidence voting was hacked.
But CIA certainly has evidence of other things. They are saying they can't provide evidence without comprising their tech/sources etc.
