His first act should be to at least let CDPR send a copy of Witcher: Enhanced UNCUT to the ESRB to see what the hell they'd rate it.
We might even have a good clue as to how much violence and nudity you could (or couldn't get away with), depending on what the ESRB rates it.
If the ESRB approved of that UNCUT version for M rating, I'm sure a lot of US gamers would be happy.
EDIT:
And if say the ESRB didn't approve of Witcher: Enhanced UNCUT for M-rated, instead branding it w/ an AO -- well at least they freakin' tried, you know??? We can't really say the same for the original US Version of Witcher, as Atari told CDPR ahead of time to cut the nudity out of the game, fearing that in the USA it could get them AO b/c there's some nudity in there.

Well, what would be a better direction than say Atari supporting a developer by letting them develop the game as the develops intends, submitting the game to the ESRB as the develop intends, then seeing how the rating comes out???
Especially if the game has a chance at being a game that will barely stay M, but just miss out on getting the AO rating. B/c really, it's still not 100% clear when it comes to sexual content/nudity, what the hell just barely keeps the M rating, but just misses out on AO -- 'cause that seems to be a taboo button to push in gaming; even though we know the most violent games and bloodiest goriest things will still likely get the M rating.
So what if Witcher: UNCUT actually got say branded at AO by the ESRB in the USA???? Sure, Atari might have to push back dates, marketing, and lose a little money there. But, I'd bet you that w/ this extra generated buzz, this might give players a reason to go out and buy the game, whether Atari and CDPR wind up cutting down the game a bit (or a lot) to get a M-rating or not in the USA -- just to see what the hell the fuss was all about.

We know 99.9% of all major retailer outlets won't sell AO-rated games.
Hmmm...does STEAM anywhere in the SSA allow for games that wind-up rated AO to be sold over STEAM???
If I recall correctly, Singles: Flirt Up Your Life UNCUT in the USA (the version the ESRB rated AO), was sold only via Eidos by their website to purchase-to-download.

Well, probably funding and publishing some good games that actually sell well for once. If they really want to get risky they can try to push the envelope and experiment with genres and new gameplay mechanics rather than get caught up on pixelated nipples.
As far as the whole "developer intends" aspect, they lose the right to that when they sign a contract with Atari. Don't like it? Turn down the paycheck and see how you do marketing, distributing, and completely self-funding the game. The only thing cut that people seem to care about was the skin. The dialong was cut for the same reason it is always cut in games with a ton of voice acting and a non-established reputation: to save money. Now that they know there's a market for it, it's getting released. But the skin? Who the fuck cares? If you really want it, go download the patch.
