Apparently there are tons of warships in the area, but the pirates are evading them and stepping up attacks. The pirates are good.

The pirates are totally outgunned. They continue to cruise around in fiberglass skiffs with assault rifles and at best a few rocket-propelled grenades. One Italian officer said that going after them in a 485-foot-long destroyer, bristling with surface-to-air missiles and torpedoes, was like “going after someone on a bicycle with a truck.”
*Slaps forehead* Idiots. "Yeah, I don't understand why I couldn't kill that fly. My shotgun can blow a hole through your house."
Surveillance. Pinpointing. One guided missile out of nowhere. Let's see them outmaneuver that. Instead, they're trying to fight this like the battle of Midway.

Yeah, it's a bit ridiculous. You'd honestly think they'd teach this kind of shit at officer's school. So now it kind of begs the question - what do they teach?
