Why didn't they just do this web-browser game as a RPG?
You know...maybe make a Ultima 10? Or Ultima MMO?

Ultima MMO already exists, plus this was probably far cheaper to produce and is likely to have higher profit margins compared to another full RPG.

True, this one goes with the Free-to-play model with certain content in microtransactions. EA must have had some success with Battlefield Heroes.
