Joystiq -> G4W Marketplace is going to be moving and merging w/ Xbox.com on July 11. (http://www.joystiq.com/2011/07/02/games-for-windows-marketplace-to-merge-with-xbox-com-on-july-11/)
Xbox.com -> Official Discussion on Xbox forums. (http://forums.xbox.com/gfw/general/news/f/277/p/30870/186736.aspx#186736)

They love PC gamers so much over at Microsoft.

I have a question... Are Marketplace purchases bound to the Gamertag or the Windows Live ID? I would imagine (hope) they're tied to the Gamertag since the Live ID can be changed from an X360 relatively easily whereas changing/renaming a Gamertag costs $10.

The good thing is I guess w/ the XBL crowd, G4W might get A LOT more exposure.
For console gamers - I wonder if now, you can say DL XBL games to your PC and make back-ups of your game files? That'd be pretty cool, if you need some XB hard drive space open.
The bad thing - are they gonna overhaul G4W properly finally or what?
I have my doubts, of course.
G4WL is still not that good; especially when compared to Steam, Origin and Impulse.

That explains why they fucked up the xbox forums beyond belief. They're trying to get the site down to the level of support for G4WL. Consistency.

Given my overall experience with xbox.com and GfWL (LIVE in general) I think it's a clusterfuck. Microsoft have fucked up the infrastructure altogether. Not to mention the support team seem to exist only to tell me that they can't help with an account error.
