Honestly I'd be happy to pay Nintendo for some sort of Omnibus presentation of the content.

The torrent at my link above downloaded at an average of 1.7 MB/sec.  It's 8.3 GB and has the Nintendo Power issues from '88 to '98.  Some are PDF and some are CBR.

Sample from a CBR. (http://i.imgur.com/pLeIdDF.jpg)  The PDFs (from the first year or so) have a lower resolution, but still plenty for all text and images.  I need to page through a lot more before I can be sure the quality is consistent.  So far, so good.
