That makes me a sad panda..
But seriously, it is an issue that needs to be addressed appropriately.
Sexual harassment happens here in the UAE too but the consequences can be more severe. If a woman merely states that a man was looking at her inappropriately, the man can be taken in by police for questioning and possibly detained overnight. If a guy is caught red-handed harassing a woman he's arrested and his photo goes in the newspaper ousting him publicly as a "lewd deviant" or something to that effect. Depending on the degree of harassment (verbal, touching, assault) the sentence is given accordingly.
